為維護校園交通秩序與師生通行安全，降低慣性違規車輛對校園交通環境之影響，本校參考《道路交通管理處罰條例》之記點精神，自即日起針對違規車輛正式實施「違規記點與黑名單管制機制」。
相關管制重點說明如下：
一、記點與處分機制：
汽車駕駛人若有違反本校《校園交通稽查作業標準》之行為（如：違規停車、超速等），經駐衛警察隊取締後，將依其對交通安全及秩序之危害程度，裁處違規點數1至3點。
車輛若於 6個月內累計達 3 點（含）以上者，將直接列入黑名單，並透過校門車牌辨識系統執行管制，禁止該車輛進入校總區停車場（不含新南及辛亥地下停車場）3 個月。
二、協助宣導事項：
校園交通安全需要大家共同維持，敬請校內各單位協助向來訪貴賓、合作廠商及各類接洽人員廣為宣導相關規定，提醒駕駛人入校後切實遵守速限與停放規範。
良好且安全的校園通行環境有賴全體師生與來訪人員共同維護，感謝大家的配合與支持！
Subject: Implementation of the “Demerit Point and Blacklist System for Campus Vehicle Violations” Effective Immediately （Vehicles Accumulating 3 Demerit Points Will Be Prohibited from Entering Campus for 3 Months）
To maintain campus traffic order, ensure the safety of faculty, staff, students, and other road users, and reduce the impact of repeated traffic violations on the campus environment, NTU, drawing on the demerit-point approach under the Road Traffic Management and Penalty Act, will formally implement the Demerit Point and Blacklist System, effective immediately.
The key measures are as follows:
1. Demerit Points and Enforcement Measures
Drivers who violate the NTU Standard Operating Procedures for Campus Traffic Enforcement, including but not limited to illegal parking and speeding, will be assessed 1 to 3 demerit points by Campus Security, depending on the severity of the violation and its impact on traffic safety and order.
Any vehicle that accumulates 3 or more demerit points within a six-month period will be placed on the Blacklist. Entry restrictions will be enforced through the license plate recognition systems installed at campus entrances, and the vehicle will be prohibited from entering the NTU Main Campus for three months, except for access to the Xinnan and Xinhai Underground Parking Lots.
2. Assistance with Communication and Outreach
Campus traffic safety requires the cooperation of the entire University community. All University units are kindly requested to help communicate these regulations to visiting guests, contractors, vendors, and other visitors and business contacts, and to remind drivers to strictly observe campus speed limits and parking regulations while on campus.
